The Department of Science and Technology (DOST), through its advisory council, the National Academy of Science and Technology (NAST), is promoting its science center in Taguig City, through a mural painting contest. NAST invited members of the media for the event on Sept. 14, 8 a.m. to 4 p.m., dubbed “Tara na Maglaro at Magsaya sa Bahay Syensya” at the Philippine Science Heritage Building, DOST Complex, Bicutan, Taguig City.

NAST said the agency wants “to promote the Center as one of the alternative learning centers for science and technology and to bring science closer to the public especially students.”

Here are the rules and regulation:


PSHC Mural Painting Contest Rules and Regulations:

1. Entry period:
The PSHC Mural Painting Contest will begin accepting submissions of designs on July 13, 2012. A maximum of three (3) entries may be entered by each group. Entries must be received not later than 4:00 PM Thursday, August 16, 2012. Entries (copy of design, A4 Size) must be e-mailed to secretariat@nast.ph , mailed or submitted personally at 3rd Level, Science Heritage Building, DOST Science Complex, Bicutan, Taguig City.

2. Eligibility
The contest is open to all high school students from NCR and nearby provinces. Each school is allowed to have three groups at most. Each group must be composed of 4 members and one adviser. Actual participants will be pre selected from the list of submitted entries and will be notified through letter or fax.

3. Rules of Entry
PSHC will not be held responsible for any lost, late, incomplete, invalid and unintelligible, or misdirected entries. Submissions will not be returned and will become the property of PSHC. By entering the contest, all parties agree that PSHC has the right to display, copy, distribute and otherwise use the artwork as it sees fit without any fee or other form of compensation. By joining, each entrant represents and warrants that their design is:
• Original work
• Does not violate the copyright or any other personal or property right of any third party.

4. Agreement to the rules
By entering the contest, all parties fully and unconditionally agree to and accept the rules as outlines herein and agree to accept the decision of PSHC and the contest judges which are final and binding. All submitted entries will automatically be a property of PSHC and may be used in the website, promotional and/or editorial purposes outside the mural contest without further consultation from the school. Promotional materials include but are not limited to the following: exhibit, brochures, flyers, posters, postcards, merchandise, in-store graphics and paper bags, press releases, print ads, billboards, online advertisement, website, web blogs, social networking sites, and other online marketing sites.

5. Judging criteria
Entries must meet all rules and submission criteria as stated herein to be eligible. Entries will be evaluated by panel of judges. Artwork will be judged based on the theme “Tara na maglaro at magsaya sa bahay Syensya” which means that educational benefit of visiting science museum go beyond reinforcing the lessons being taught in school but adding depth of understanding, and opening new worlds of interest especially about the Filipino contribution in the field of Science and Technology that are featured in the Philippine Science Heritage Center. Therefore, ocular visit, educational tour in the Center is highly recommended to so that designs will be in line with the theme.

6. Prizes
All participants will receive a certificate of appreciation from PSHC. The winning design will be use in different promotional materials of the center. The winning school will have a free entrance to museum all year round for their students. All the winners will get a plaque / trophy and cash prize according to their ranking.

7. Winners.
All the winners will be announced on the day of the contest.

8. General
PSHC reserves the right to cancel, suspend and/ or modify the contest or any part of it. If any fraud or factors beyond PSHC control impairs the integrity of the contest or events beyond the control of PSHC make fulfilling the terms of the contest impossible, the contest may be cancelled, suspended, and or modified. PSHC reserves the right to disqualify any entries if it finds the entry to be in violation of the rules of the contest.

PREJUDGING / ELIMINATION:
1. The group must have their design and slogan approved by PSHC Board of Judges two weeks before they begin to paint or decorate.
2. The qualified participants will be notified on 24 August 2012 thru fax, email or telephone call.
3. No change in the design may be made after it is approved by the PSHC Mural Committee.

Mechanics of the PSHC Mural Painting contest proper:
1. The PSHC Board of Judges will consist of representative from the ff:
• (2) NAST-PSHC Working Committee
• (1) NAST-PSHC Inter Agency Working Committee
• (1) NAST Board of Directors
• (1) Artist from an art institution
2. Mural judging will occur after the contest proper.
3. Each group will have a total of 4 hours to decorate/ paint their canvass in the PSHC Museum. All groups will receive the same amount of time. Designated areas will be identified during the museum tour.
4. Students will only be allowed to work with supervisors present.
5. Only three to five members of the group may be in the PSHC Museum to draw or paint the canvass. A list showing the names of students that will be involved with the mural painting must be given to the secretariat. Only those students will be allowed in the PSHC Museum during the designated time.
6. Working hours: contest proper will be from 12:00-4:00 PM on 07 September 2012 (Friday). Art materials will be provided by the PSHC. Canvass will be 1 ½ x 3 meters.
7. The group will be disqualified if:

a) The group of students in charge of the project allows any unauthorized person to help (no outside help).
b) The murals/decorations show any vulgarities; only good taste is permitted.
c) The sketches presented by group are plagiarized (from a magazine, art book, internet, CD cover, or any other source). Only original works done by the students will be accepted.
d) The group doesn’t use the appropriate paint (enamel, metallic enamel, or spray paint are allowed).
e) The group starts working without the approved design checked by the PSHC Mural Committee

8. Each group’s decorations and mural will be evaluated by 5 judges from the PSHC Mural Contest committee.

9. The group which gained the most number of points according to the criteria will be declared the winner.

10. Designated areas shall be determined during the contest.

11. Each group must use either newspaper or drop cloths to protect the PSHC museum area where painting occurs.

12. Part of the effort points will be based on the clean-up work each group does once painting/ decorating is completed.
